Tim O’Loughlin

Tim O’Loughlin’s career combines over 30 years of experience at senior levels in the public service and in the oil and gas industry following a period as Chief of Staff to a Federal Government minister.

In management, Tim has held several senior positions in both sectors, including five years of managing over 2,000 people in his capacity as Chief Executive of the South Australian Government’s Department of Transport and Urban Planning. Also, Tim has led a number of specific projects, including planning an investment strategy for Adelaide’s public transport network; designing Australia’s first solar feed-in scheme; and preparing climate change legislation, among the first such Acts in the world. Tim has a strong involvement in the NGO and cultural sectors having been Chair of the Adelaide Symphony Orchestra; President of the South Australian Bridge Federation; Chair of State Opera and a member of the Australia Council for the Arts.

For these many reasons, Tim will be supporting Nova Smart Solutions with solid advice regarding public policy projects that we will be working on with the Australian Government.

Moira Deslandes

Moira has worked from the kitchen table as a direct service social worker through to the cabinet table as a Chief of Staff to a Minister.

Moira has a Bachelor of Arts in psychology and politics, a Bachelor of Social Administration in Social Policy and family therapy and a Master of Letters (Distinction). Moira has designed and implemented change management via community development strategies and enabled and supported community and organisational development activities in Mozambique, South Africa, Ghana, UK, Canada, USA, Italy, Portugal, Germany, Kazakhstan and Indonesia.

Moira has served and led in governance on statutory and regulatory bodies (e.g Medical Board of SA), not for profit boards (eg Southern Domestic Violence Service) as well as providing executive and strategic leadership roles including as CEO of Volunteering SA & NT Inc and Global ED of International Association of Public Participation (IAP2). She is a Non- Executive Director of Scope Global, a specialist international project management company with people as the focus of its program delivery.
